The amount of the fine that Russia imposed on Google leaves the world speechless. For the first time, a 36-zero sanction falls on a tech giant, defying all known economic measures. This insane sum, which far exceeds global GDP, represents an unprecedented step in the war for digital sovereignty. Through this unprecedented punishment, Russia condemns Google’s deletion of Russian media accounts and channels on its YouTube platform, an act it sees as a direct attack on its media sovereignty.
Reasons for a record penalty
On October 29, 2024, the Russian judiciary imposed an unprecedented fine on Google, an amount estimated at two deciillion rubles, or 36 zeros, a number that borders on the absurd. Such a decision follows Google’s refusal to restore Russian media channels removed from YouTube, considered pro-government. Some of these channels broadcast content deemed sensitive or strategic by Vladimir Putin’s government. Faced with this decision, Russian authorities accuse Google of “cyber interference” in its internal affairs. Russia’s communications ministry also demanded Google restore the relevant channels and accounts this summer, a court order that remained dead news, prompting legal proceedings.
At the same time, this fine was designed to be impossible to pay. Indeed, this sum far exceeds global GDP, estimated at around $110,000 billion, a symbolic act that Russia intends to use to assert its authority. Roman Yankovsky, an analyst at the HSE Educational Institute, clarifies that this sanction is more of a signal than a demand: “Google will obviously not pay this fine, and the Russian Federation will not be able to recover this money from the company.” So the goal is primarily political, as the government is trying to show , that Russia will not tolerate the interference of foreign entities in its digital space.
The implications and the message sent to the tech giants
The unprecedented fine is also a deterrent against major Western technology companies, which Moscow says are imposing their own rules on digital platforms operating in Russia. The Kremlin wants to send a message to multinationals that they cannot ignore national laws and interests under penalty of severe sanctions. Furthermore, the Russian legislative framework has been tightened, the aim of which is to guarantee strict control over the information disseminated to the Russian public. This means that Google and its peers will face an increasingly restrictive environment.
The situation presents Google with a dilemma. Even if the company were to consider paying, it would face U.S. sanctions that have barred transactions with Russia since the invasion of Ukraine. This situation therefore creates an impasse for Google, which may be forced to review its location in Russia. If this fine remains unpaid, Russia could then decide to restrict access to its services or strengthen its local alternatives, accelerating the “Balkanization” of the Internet.
Through this fine imposed on Google, which it is trying to keep even the numbers, Russia is putting digital sovereignty at the center of its geopolitical strategy. This record fine could well mark the beginning of an era where tech giants are forced to comply with local regulations under penalty of severe reprisals. For Google and its peers, this means a crucial choice: adapt to the requirements of the states where they operate, or risk outright exclusion from certain markets.
